Refinery, conversion plant or other petroleum process plant configuration including-
basic process configuration including piping and instrumentation diagram of the process units, utilities and offsite facilities;
process technology selection and licensors;
material and energy balances;
process flow diagrams of the plant;
electrical single line diagram; and
the plant layout.
Project execution strategy including-
the project implementation schedule; and
product storage and distribution plan including facility design, layout and metering.
Quality assessment including-
detailed list of equipment and test procedures;
quality control programs; and
crude oil or feed-stock supply and product metering procedures and evacuation schemes.
process safety considerations and utilities provision including-
electric power generation and plant earthen philosophy;
power distribution, load flow analysis and short circuit study;
control and instrumentation systems including process system and alarms, fire and gas system and emergency shutdown design (ESD) system design and implementation;
waste disposal program of the refinery, conversion plant or other petroleum process plant including solid, liquid and gaseous wastes;
hazard and operability (HAZOP) report;
safety analysis function evaluation (SAFE) chart;
3-D model walk-through reports;
hazard identification (HAZID) and risk assessment report;
cause and effect diagrams;
safety equipment layout; and
general facilities layout.
To expand or substantially modify a refinery, conversion plant or other petroleum process plant, the licensee shall apply
to the Minister for approval and the application shall be in Form 1 and
accompanied by a fee prescribed of 1,000 USD.
For renewal of a facility license, an application shall be made to the Minister in form 8 and attach the following;
A copy of the current license together with the previously approved plans and specifications of the facility.
A certificate of facility testing to ensure it is safe and fit for purpose.
A certificate of safety stating that the facility has been tested and is safe for operation; and
